Two men were accused of conspiring to carry out an invasion plan, which involved recruiting homeless individuals for participation.
As part of their preparations, the men took Haitian Creole classes to facilitate communication and one of them enrolled in the U.S. Air Force, as stated by prosecutors.
Their method of attack was reportedly planned to be executed using a sailboat.
