Two men were reportedly involved in a plot to recruit homeless individuals for an invasion. According to prosecutors, they undertook Haitian Creole language classes as part of their preparation.
One of the individuals also enrolled in the U.S. Air Force, indicating a level of commitment to their planned attack, which was intended to be executed via sailboat.
